i have a similar source of magazines, newsletters, reports and such. i, too, cull the individual items for articles that i want to read. but rather than tag them, i tear the article out of the mag and staple it together. i thereby reduce a one-foot high stack of mags to a pile of short reads a few inches high. i commute by public transit. each day my commute, i simply take the next few items off the top of the pile and read 'em while commuting, or even while standing in line someplace, or any other otherwise-idle time.
